Dr. Darryl Winer holds a Bachelor’s degree from Colorado State University, a Master’s degree and a Doctorate from the University of Northern Colorado. He worked for the City and County of Denver for 32 years, the last 13 years of which as the Director of Public Office Buildings, Central Services or the Utilities Division. Focusing on the latter, where he was the executive in charge of all of the City’s utilities matters, including; energy, conservation, renewables, water, sewer, storm drainage, policy development and enforcement, management, native utility franchise regulation, contracting, and all personnel supervision for a $50 million government agency with operating, revenue and capital budgets. He won several awards, including Government Partner of the Year and the Outstanding Project of the Year from the US EPA, Energy Manager of the Year – Regional, twice, and Local once, from the Association of Energy Engineers, and won Denver’s Employee of the Year award. He was a regular participant at the Colorado Public Utilities Commission dockets, providing testimony and training. He was an invited speaker at several national conventions, and published numerous technical papers in both the lay press and in refereed journals. To help build the body of knowledge, he initiated several innovative projects for the City of Denver, including a passive solar wall, micro-turbine, hydrogen fuel cell, and aggressive conservation technologies. At his retirement, he was honored by Denver City Council for his outstanding service. In the burgeoning area of solar renewable energy, Dr. Winer initiated the 2 MW tracking solar ground array at Denver International Airport and the 300 KW roof top array at the Colorado Convention Center. He oversaw the 30 KW solar roof top installation at Denver Human Services and the 10 KW solar system at a Centennial religious facility. He designed the bid, evaluation, and contracting documents for the 25 KW array for the Highlands Ranch Community Association, and in 2011 he designed the RFP, evaluation and contracting documents for the 3.1 MW project for Douglas County Schools (now completed), and the 4.1 MW project for Cherry Creek Schools, both in Colorado. Dr. Winer enjoys cooking for small and large groups and published a 286 page cookbook, Bubbie's Secrets (c) 2004, of family recipes, photos, and humor. He also built, owned and operated a franchised 86 seat fast food restaurant. In 2011 he won the Sunflower green chili cookoff in Highlands Ranch Colorado. Dr. Winer has taught statistics and research methods to thousands of adult students for the City and County of Denver and the Federal Office of Personnel Management (where he was one of their highest rated instructors). Dr. Winer is proudest of his children, one a lawyer for the State of Colorado and the other the Retention and Recruitment Coordinator for the Federal Government's National Children's Study. He and his wife celebrated their 35th anniversary in 2011.
